Coinbase CEO Brian Armstrong has reiterated his bullish long-term outlook for Bitcoin, saying $400,000 by 2030 remains a reasonable price target even as BTC trades far below that level today.
Speaking to CNBC on Sept. 10, Armstrong said he continues to expect Bitcoin to benefit from its historical market cycles, the next halving, growing institutional adoption and clearer cryptocurrency regulation in the U.S.
“The short answer is yes. I do think that that’s a reasonable target by 2030,” Armstrong said.
Bitcoin was trading around $76,910 at the writing time. Reaching $400,000 from that level would require a gain of more than 400%, putting the target among the more aggressive long-term forecasts for the cryptocurrency.

Bitcoin’s downturn may be nearing its end
Armstrong’s outlook is partly based on Bitcoin’s familiar four-year market cycle, which has historically featured a major rally, a period of euphoria and then an extended correction.
The Coinbase chief believes the latest downturn may already have run its course.
“There’ll be a run-up, some euphoria, some euphoria, there’ll be a down period,” Armstrong said, noting that major down periods have typically lasted around a year. “We’ve actually just come across the one-year mark for this down period.”
Bitcoin recently found support around $60,000 before recovering, leading Armstrong to argue that the latest cycle bottom could already be in.
“And so I personally believe that the bottom is in on Bitcoin in this most recent cycle,” he said.
The prediction depends on historical patterns continuing to influence the market, something that is not guaranteed. Bitcoin’s market has also changed substantially as institutional investors, exchange-traded products and broader macroeconomic conditions have become increasingly important.
2028 halving could support another rally
Armstrong also pointed to Bitcoin’s next halving, expected in 2028, as a potential catalyst.
The halving cuts the number of new bitcoins entering circulation by reducing the reward paid to miners. Previous halving cycles have been followed by major Bitcoin rallies, although the relationship does not guarantee similar gains in the future.
Armstrong said Bitcoin tends to rally ahead of these events as investors anticipate tighter new supply.
“And then there’s another Bitcoin halving event that’s, I don’t know, about a year and a half out. And we tend to see run-ups in advance of that,” he said.
“I think the next year or two is going to be good for Bitcoin,” Armstrong added.
For the $400,000 target to materialize, Bitcoin would need to sustain a powerful multi-year advance. Armstrong’s thesis suggests the next major rally could emerge from a combination of cyclical momentum and structural changes in the cryptocurrency market.
Bitcoin Halving events in the past
CLARITY Act could unlock institutional capital
Regulation is another important part of Armstrong’s outlook.
The U.S. Senate is scheduled to vote on the CLARITY Act on Sept. 15, legislation intended to establish clearer rules for the cryptocurrency industry and define regulatory responsibilities between agencies including the SEC and CFTC.
Armstrong said passage would provide an important regulatory milestone and could help unlock additional institutional capital.
“It’d be a big milestone, certainly, to unlock institutional capital and to bring things like tokenized equities and more to the United States,” he said.
Armstrong said he was optimistic about the legislation based on discussions with lawmakers, banks, crypto companies and other stakeholders. However, political disagreements remain, including disputes over ethics rules related to crypto ventures involving President Donald Trump’s family.
If the bill fails, Armstrong argued that the impact on the industry may still be limited. The SEC and CFTC have indicated they could pursue additional cryptocurrency rulemaking and innovation exemptions under existing authority.
He expects greater regulatory clarity within roughly a month regardless of the legislative outcome.
Stablecoins and government debt add another dimension
Armstrong also linked Bitcoin’s long-term prospects to government spending, debt markets and concerns surrounding fiat currencies.
He argued that excessive government spending could encourage investors to move capital toward scarce assets such as Bitcoin, which he described as a “digital version of gold.”
“When government spending gets a little out of control — people put money and capital flows back into Bitcoin, almost like gold,” Armstrong said.
He also highlighted the growing importance of stablecoins following the GENIUS Act, which established a U.S. regulatory framework for payment stablecoins.
According to Armstrong, regulated stablecoin issuers can become structural buyers of U.S. government debt, creating an additional link between the crypto industry and traditional financial markets.
Coinbase is building beyond Bitcoin
Armstrong’s Bitcoin forecast comes as Coinbase expands its ambitions beyond cryptocurrency trading.
The exchange has been moving into areas including tokenized stocks, crypto derivatives and perpetual futures, with Armstrong describing the long-term strategy as becoming an “everything exchange.”
Coinbase has outlined plans for tokenized stock trading and became the first U.S. exchange approved to offer crypto perpetual futures. The company sees clearer regulation as a potential catalyst for bringing more traditional financial products onto blockchain-based infrastructure.
That strategy could also benefit Bitcoin by increasing institutional participation in digital assets and further integrating cryptocurrencies into mainstream finance.
Still, $400,000 remains an ambitious target. Bitcoin would need to rise more than fivefold from its current level in a little over three years.
Armstrong’s case rests on several factors working together: the potential end of the current downturn, historical cycle dynamics, the 2028 halving, regulatory progress and growing institutional adoption.
Whether those forces are strong enough to push Bitcoin to $400,000 by 2030 remains uncertain. But Armstrong is maintaining the forecast, arguing that Bitcoin’s next phase of growth could be driven increasingly by its role within the broader global financial system rather than by retail speculation alone.
