The Department of Information and Communications Technology (DICT) said it is finalizing an agreement with Meta, parent firm of Facebook and Instagram, aimed at accelerating the detection and removal of harmful online content in the Philippines.
DICT Secretary Henry Aguda said the deal could be signed as early as next week.
In a series of posts, the DICT described the agreement as a “landmark” partnership designed to make the internet safer for Filipinos through closer coordination between the government and the private sector.
Faster Takedowns For Child Exploitation Content
Under what the DICT labeled as “Agreement #1,” Meta committed to faster detection, reporting and removal of content related to online sexual abuse and exploitation of children (OSAEC).
The agency said the platform pledged to strengthen reporting mechanisms to authorities and speed up content takedowns involving Filipino victims.
The Philippines has long been identified as a global hotspot for OSAEC cases, prompting sustained pressure on platforms to improve monitoring and response systems.
Crackdown On Financial Scams And Deepfakes
The planned agreement also covers phishing operations, digital fraud and so-called deepfakes used in fake investment schemes and reputational attacks.
- The DICT said Meta would enhance coordination against financial scams circulating on Facebook, including fraudulent ads and manipulated videos impersonating public officials, business leaders and private individuals.
The agency framed the move as part of broader efforts to curb online fraud targeting Filipinos’ savings and personal data.
A third component of the partnership addresses misinformation and synthetic media, with the DICT seeking stronger safeguards against deepfake content that could damage reputations or mislead the public.
Meta has not publicly disclosed specific technical measures or timelines tied to the commitments.
Broader Push For Digital Trust Infrastructure
The planned agreement with Meta comes amid the government’s wider push to strengthen digital trust systems, including blockchain-based initiatives aimed at securing public records and improving traceability in online transactions.
